By Karina DonicaAnyone who has attended a town meeting has probably heard the many complaints from Louisiana residents about litter, a seemingly persistent grievance that is getting the attention from some who believe litter control is a community effort.
One of them is Baton Rouge native, Idell Snowden, a home economist retired from LSU Agricultural Extension who six years ago founded the East Natchitoches Neighborhood Watch Group, a community initiative that seeks to improve the neighborhood where she now lives.
