i have a neighbor that just got a new system in his car and thinks its fun to play that damn thing so loud i can hear it in my bathroom... honestly its loud, if i listened to that crappy rap music i could probbly pick out what songs they are... anyway every time i call the cops they tend to leave before they get there... i want ideas on what i can do to discourage this.

zip tie his axles together...it has the same effect as getting stuck in the mud...only you can't get unstuck. you have to get the big zip ties...like the ones they use for air conditioning ducts.
or you could use a classic...put dog poo in a bag and light it on fire on his doorstep...

As an owner of a nice sound system in my truck I can say that you can do a few things. 1) Talk to him face to face and ask him nicely to turn it down. 2) Cops really can not do anything if he's not there and/or he turns it off. They MUST hear him to give him a ticket. 3) Talk to your apt manager and file a complaint. 4) If that doesn't work, breaking and causing him harm will do nothing.
I do think of others when I'm listening to my music. It's not always crappy rap but you would be surprised how hard opera bangs the subs. Just like some douchebags, they like to jam it and disturb everyone around them (and their shit sounds like shit) and that's just bullshit. Oh well.... just talk to him one on one.... they'll be cool.

i don't live in an apartment so that doesn't work... this is a 16 year old kid whom we've had run in with his parents cause their dog barks like crazy ( at them not us... thats just sad) and has a pen next to our house that always smells like shit... oh and they never feed him... we've called the animal ppl on them but no one wants to do anything... so i've had words with his mother before and i don't think they really care if we don't like him having his music that loud... oh and i think they posioned my dog but we couldnt prove it
