When you're talking to him touch the back of his upper arm. Its a instant signal without going out on a limb like leaning forward to kiss him. Then see where it goes from there.

When you hug "goodbye" at the end of a date/evening, kiss him sexily (not a peck, but not sloppy) on the neck, under the ear and at the same time slide your hands down onto his ass. Be looking down when you pull away - dont look into his eyes until HE says something.
Worked for me - I'm still with the girl. I was too stupid to "take a hint", but I got that one.
(Example: one time, I swear this is true, after dinner and a movie, I walked the girl to her apartment door. She invited me in because she had to "hurry to the bathroom" but wasn't ready for me to leave. She comes out and stripped, but I didn't take that as a hint because I thought she just wanted to strip. She gave up and went after someone who smoked pot.)
If that doesn't work, just come right out with it and say: "Would it be ok if we make out a little bit?" Maybe wear a tight T-shirt with nothing under it ... or maybe not.
Here's another idea: stand next to him at a football game. Act excited when a touchdown is scored and throw your arms around his neck and kiss him. Then as you finish, let your hand slide down over his ass and smile devilishly.
