according to the handbook thingy you're not allowed to bring ricecookers to the dorms... any ideas why?

Two reasons:
1. Some brands/models of rice cookers have aluminum pots in them. As everyone should know by now, ingesting aluminum is bad for one's health and over long term causes premature infertility, impotence, and Alzheimer's disease. You shouldn't allow aluminum come into contact with any food/beverage you ingest for this reason. LSU is just protecting itself from future lawsuits from dorm alumni who can't have kids or have forgotten how to.
2. The company who provides food on campus (eg. at the Union), Chartwells, has it in their contract with LSU that rice cookers not be used in dorms.
But rules are made to be bent. Just go get yerself a rice cooker and use it (but be discrete). The worst that'll happen if you get busted is they'll take the cooker away and you'll have to go buy another one the next semester.
